But I'm sure that if your PSA has opportunity for getting a credit card you can tell them to get credit card and in the meantime you can help (if you can afford) with Gift Certificates with certain amount.
Also, you need to tell your's PSAs to become Team Leader means that he/she must have at least 3000VP for the month and of that at least 1500 sales VersaPoints who must come from sales and/or purchases.
But, if she/he doesn't have team or some other way of DC, I will say is the best to hold on for few months on EA2 and when he/she make team than is goal to aim for TL status.
And for the last, in section chekout/choose a payment method there's other two methods:
1) Check or money order and 2) PayPal
