I'm sure if you answer the above questions rightly, you'll know that your best bet might be to discourage them until they understand the SFI system enough and also have an active team to lead. Remember, you do need your downline rating to be BTL at least. Only an active downline can rate you, so until their downlines are active advise them to invest their money into duplication first, especially if they're not very financially buoyant.
I became a BTL in my first month, because of my SO of 1500VP. But I couldn't stay on BTL because I had no active team members to rate me. Alas, I was almost frustrated. So please, save your PSA that frustration by discouraging them for now.
