You don't have to encourage or discourage your PSA to become TL right away but rather explain to them the pros and cons of being a TL.

If a PSA is fairly new to SFI, he/she probably don't have a team yet, so who is he/she going to lead then? But if he/she can have a team in the first two weeks or first month, then why not? But is he/she ready to lead the team?

I would rather encourage him/her to become an EA and to build his/her team first while at the same time mastering the inner workings of his/her own SFI business. That way, your PSA can teach the team the process of duplication.
