Well, first of all, it depends what flyer is all about.
It can be a flyer about SFI, Wave3 program or even ECA program as you said in your question.
Hand out those flyers in the mall, leave them in cafeteria, arrange some service like pizza delivery to hand them out for you with each of their order etc.
The best ways to use them is to share them with people you know will find them usefull, like, lets say, you have your own friend who is automechanic, ask him if he is willing to share your W3 cards with his customers and simply explain him what is W3 all about, maybe he will be interested too!
Another example, you got your ECA printed flyers, what do you do with them? Go to your favorite shop and give it to them, explain them what is our ECA program all about and how great it is, maybe they are willing to join!
