Just encourage all your PSA's and CSA's to get 1500 VP every month. Take them figuratively by the hand. Analyze their VP Ledgers and tell them what they have to do to get to EA or EA2. They can't get to EA2 before they become EA, so you need as many getting to EA each month as possible so that you have something to work with the following month.
You can offer incentives to all who upgrade their rank. Try to get as many as possible to commit to a Standing Order of 1500 VP. I reassign PSA's to those who buy 125 TCredits or more. But you can't do that with CSA's. You can offer them TCredits. Just get your team active any way you can.
If they won't commit to an SO of 1500 VP, there is very little you can do for them as they will run out of ways to get to EA2 in their second or third month.
Find out from those who can't take that step of buying their 1500 Sales VP. whether there is any craft like items from their country that would sell well in Western countries and encourage them to sell these artifacts through TripleClicks to get their VP up to the level needed.
Finally, don't ignore your CSA's. Their matching volume can be very rewarding.
