That's a question I have also been asking myself in the first 2 months of my EA2 standing.

To be honest some PSA's do not even directly say that they are going to quit, you only notice after some time, that they have become inactive.

The best solution - I think - is to keep them motivated at all times (at least every week send them out a group mail, in which you keep their morale up), give them rewards for achieving some goals (in the form of Gift Cards and/or TCredits).
