The short answer is NO, in my opinion. I answer through my own experience which may differ greatly from some of the other successful marketers here.
SFI has provided a website. I have read the comments of several that say this is a must. I don't see that having my own site has helped at all.
I DO write blogs/press releases. While these blogs help people to know me better, I have had no direct signups through a blog, at least directly.
You need to find people. You need to show them you have something of value for them. You need to teach them to do the same, with or without a blog and a personal website.
