This is a great question! In my opinion it is best to target both.

Retired persons tend to have a lot of free time and they don't know what to do with it. Also they have been accostumed to being the one that brings in the money. They are always looking for a job or a business on which they can do all of those things.

Homemakers (like me) are always looking for ways to earn to support their families, they don't want to be the ones who do nothing! (Believe me I know!). This are both good audiences to target.

So in short my answer to you is BOTH.
