What you can do is keep sending out your training and motivational emails to your PSA's and CSA's, As they say in the classics "You can lead a horse to water, but you can't make it drink", this applies here.
You can only show and lead your downline the way, you can't make them do it.
Keep on sending you motivating emails, keep on encouraging. Those that are hungry and willing to eat, will do so, those that are not willing to eat, won't. There is not much you can do for someone who is not willing to be helped.
