1) Each individual or each PSA wants to feel wanted in the team. Sending individual letters would just mean that his upline is watching him and will be available for support at any moment.
2) Its a team endeavour and each team member wants to feel wanted and be give special attention. Individual letters would just do that.
3) Each PSA would not have equal calibre to perform. Sending individual mails would be requiring the upline to know his downline better and would thus help both of them.
Thus even if you have a number of dowline, you need to take care of each and everyone so that a good team is built and working is smooth.
