In my opinion the best option is to create one welcome letter template and send it to each PSA separately. Write it as a word document, save it and just copy-paste when necessary. Easy and fast.
The letter, besides the welcome message, should include basic introduction to SFI, information on how the business works and instructions on how to start and what to do at the very beginning, for ex. Fast Track.
After that you will create your own way of communication as necessary, send group mailings, reminders, motivation letters etc.
