The way to be successful when your PSA's and CSA's have stopped working is to continue to attract new affiliates. All of them won't be willing to put in the effort that is needed, therefore, you will have to get more.
Just say you have 10 PSA's (CSA's), and only two of them do the work that you need them to do; work to get more affiliates to replace the 8 that decided they were no longer interested in continuing.
If you have made every effort to help them along and they fail to succeed, move on!!! Just make sure that you have made the effort to successfully guide your affiliates toward success.
I, myself, have been having a blast with the Pricebender auctions in TripleClicks. Maybe you can provide them with Tcredits to help them along. Don't give up on your team, and you won't give up on yourself. You all can be successful!!!
