It would depend on what you wish to accomplish. You should do what is best for your team. If you have several PSA's from the same country and one of them is doing very well but the others are not then by all means reassign as many of them as you wish. Once reassigned maybe a few will take off and become successful. You should keep the desired number(5)of your top performers directly under you.
