This is really good question. We can only suggest that by presenting all the benefits the membership comes with.
Many of them although signing up wishing to earn money think this is going to be easy made cash/paycheck/second income. And as much one has to work hard to earn the money they don't see the simplicity, one-time-investment and all the benefits of this membership.
As long as our PSAs don't realize that our paychecks come from the marketing TC and its listed products, they won't be able to understand why W3 program is so valuable.
