Before you consider helping someone you need to find out if they need or even want your help. Contact the ECA and see if they still have an interest in being an ECA. Find out why they signed up and also why they became stagnant. If they show an interest then offer your services, if not, thank them for their time and walk away.
The thing to remember is that this opportunity is not for everyone so before you invest too much time in trying to help, figure out if the ECA is worth your time and/or your effort.
Only work with people who want to work for themselves and will allow you to help as needed. Doing anything other than that will lead you to anger and a feeling of time wasted.
