A very good question, I have also had some of these. This is what I did and it does help.
Tell them how to earn cash more quickly with the PPA option, Get them to direct people to sign on with Triple Clicks or sell TCredits to be used for auctions ect. as to earn commission there and if you can afford it, reward your most hard worling affiliates with a gift certificate or T credits to help them on their way.
A word of warning as you obviously have a good heart too. Be careful not to reward them to often or you will effectively be 'carrying them', which is not the point.
