When it comes to giving cash, I use this rule of thumb. Never give anyone cash if you feel they are not going to use it wisely. It's just like giving someone money on the street. They may tell you that they are homeless, hungry, and destitute. When in actuality they are just an addict or an alcoholic. They need help but not your money.
Same with PSAs. The best way to help any PSA/CSA is to help their understanding of the process. Just giving them money is not going to replace their ignorance. So give them knowledge first. Then follow up with them to see if they have applied the knowledge appropriately.
Soon they will find that they are not as needy as they thought and you will have taught another PSA/CSA how to fish. Giving fish to a hungry man then teach him how to fish to curb off his hunger! Otherwise, you must give him fish for the rest of his life or alienate yourself from him.
Just remember we want to empower people and not disenfranchise them. Knowledge is power so share the little that you have. Ignorance is bliss for those who don't know any better!
