You can't make your down line participate in your co-op. You can show them the benefits of participating. Explain in detail how the shares are assigned. Help them if they decide to participate by supporting their new PSAs as if they were your own.
For those that resist, support them in other ways and continue to keep the lines of communication open. Never stop supporting your down line just because of their indecision or inactivity. Sooner or later you may win them over or they will get red flagged and you will have 1 less inactive in your genealogy!
Finally, never forget that you can get most people to do just about whatever you want them to do with the right incentive!
