Very nice question & i would like to give simple answer for the same:
You need to spend at least two months in SFI as an active performer, so,that, you can achieve EA & EA2 status with which you can become eligible to rate your Sponsor/Co-sponsor rating with comments. Same with the case for your down line. This much time (Two Months) is sufficient to understand & analyse what is SFI? & it's strategies?. So, i don't think special coaching is necessary for your PSA's to explain what is Sponsor rating and comment but yes a gentle reminder each month ending & beginning through Team mail or personal mail with special remarks about 10 VP can be earned with Rating of your Sponsor/Co-sponsor with comments. Comments will be treated as feed back & your feed back will help your Leaders to focus on your particular area of concern & will help you to understand a particular requirement sent through comments.
