I think if you have honestly fulfilled your duties as a sponsor; That is you have facilitated and supported your downline and was available for them when they needed you, then you need not to worry about the rating.
SFI's automated alerts will notify all those who are suppose to submit ratings for their sponsors and others in the upline and if they want to they will submit ratings.
This rating will earns them 10 VPs also.
What you can do personally is that mention the upcoming rating date in your stream post or weekly team mail.
