If you are the sponsor, sometimes it is better for the co-sponsor to follow up as different people communicate differently, and sometimes people understand things differently even if what is being said is essentially the same.
You can also make contact with your up-line and find out what they suggest.
It will also help if you know what motivates this dormant affiliate, as the less you know, the less you will be able to motivate him/her. The best way to know is to ask the person, so if you ever get the chance to ask them - please do!
