Reassigning of PSA's is one of the ways to encourage or perk up your downline.
When you feel that your downline is not performing well,you can start a contest or you can tell all of them by sending a message that you will be alloting a certain number of PSA's if they reach EA status or EA2 status.
The number of your PSAs should be that much which you can handle & reply if you receive any query. If you have more ,you can apply the above method. So it depends on the time you have & the PSA's you can manage.
