From personal experience, I would hold off reassigning PSAs straight away until I am sure that the person to whom I intend to reassign them, will actually look after them properly.
When I first became a team leader, I tried to encourage new people who made EA, by reassigning them new PSAs. Unfortunately that first batch of EAs dropped out after the first month, when they discovered work had to be done, so the PSAs I reassigned to them now have no real sponsor any more. Of course they still receive my team mails and I am still happy to support and help them.
Then I did get another PSA who worked hard and maintained EA in her 2nd month as well, so I reassigned some PSAs to her. However she was quite discouraged because she couldn't get them to do anything, despite her sending them team mails, and even trying to start an advertising co-op. She has not logged in for some time now.
Now I only have 1 active PSA and hundreds of inactive PSAs. I haven't reassigned any of them to my remaining active PSA because I don't want to discourage her with inactive affiliates. She is buying her own inactive affiliates and wouldn't thank me for any more, I think.
I don't think I would consider reassigning any more affiliates until I have at least my five active EA2s, and then only reassign new affiliates who are working, who may perhaps be a benefit to my already active team members. The other condition that seems reasonable is reassigning a new affiliate to an active one from the same language or cultural background.
The other issue I have with reassigning active affiliates is that when someone is active you usually have developed a friendship with them and I would find it difficult to reassign a friend to someone else.
