I typically don't do a lot of "reassigning" because I've found that the PSA's recieving the "gift" seem to think I'm going to build their business for them and then don't do as much of their own recruiting.
I will reassign as a reward for reaching a goal and on occasion to give a working affiliate someone to send email to for the VP each week. Very, very rarely I will reassign an affiliate due to language barriers. Other than that I can't come up with a good reason to reassign.
