It is not always easy, but if you discover the real cause, then perhaps you may succeed. Often, this is fear of the unknown.

I think that all offers are not welcome for all and everyone should respect everyone's choice. We are all different and have different preferences. Taking no as an answer is best policy sometimes, and opens new perspectives.
You certainly have to leave door open for further cooperation, and try to materialize your success and re-motivate if there is a chance, but only by the way.
