First: Contact them by Chat, Skype, Telephone or email and find out what their needs are. AND find out who they are, what they do for income, number of people in the family, what they do for fun. Ask , "What got you interested in signing up for SFI?".
Once you have established a relationship, then you can offer a reward: TC Gift Cards etc.
