What's best for team building...doing my own advertising or buying PSAs?

In your first few months, while you are learning about SFI and learning how to advertise, there is nothing wrong with buying PSAs. It is a good way to build your business a little faster.
However, it is important to learn how to advertise. In order to be successful in SFI, you must have duplication. You need a system that your team can duplicate. If you learn to advertise effectively, you can teach that to your Team Leaders. If you want substantial passive income in the future, that is the best way to do it!

Why don't more people work towards advancing in SFI?

There are a variety of reasons people don't work towards advancing in SFI.
Many people come here looking for a fast buck, and when they realize they have to work for it, they give up without trying.
I think more often, though, people just think it's too hard. It's hard to recruit other people to be active in an organization like this. People have to be determined and willing to make a commitment without much payoff at the beginning. Besides that, people have to be willing (and able!) to learn, learn, learn. Then to put into action what they learn. It's hard work.
Then, of course, there are the 98% who log in, don't even watch the "Start" video, and log back out again without having any clue what they're passing up. Log in, log out, and never look back.
It's true that SFI is not for everyone, but I think most people don't even give it a fair chance. I wish there was a way to reach this last group of people, because I think SFI has the potential to be exactly what many of them are looking for.

When starting out in SFI, is it better to invest in advertising or in an EA-qualifying purchase?

When starting out, it would be ideal to create a Standing Order for your EA-qualifying purchase. The first few months are about reading and learning, so the best option for your business - if you can afford it - is a Standing Order for something that will help you grow your business.
If you can afford to purchase signups, gateway hits, or other advertising through TripleClicks, this would be your best option. If you are on a tighter budget, you can set up a Standing Order for 125 TCredits. Use these TCredits to earn MRP and action VP with the Eager Zebra games and Pricebenders auctions.
Try the Pricebenders auctions, and go for something that will help you grow your business. You could bid on PSAs or CSAs, S-Builder co-op units, gift cards, and more.
This way, you are making an EA-qualifying purchase while building your business at the same time. Win-win!

What is the best way to get people to TripleClicks, generate sales, and earn commissions?

The best way to get people to TripleClicks and generate sales is to talk to people and to advertise.
TC has a lot of really great products. I usually focus on selling the "Natural" cleaning products. These are things that everyone needs, and with people becoming more aware of the environment and our affect on it, the natural cleaning products are an easy sell. With over 80,000 products, though, TC has something for everyone!
Another great way to generate sales and earn commissions is to promote Pricebenders penny auctions. The TC Gift Cards are a great way to introduce people to Pricebenders auctions and to TC. They give them a taste of how fun the penny auctions can be, and often entice them into buying TCredits to keep trying to win. If you get someone hooked on the penny auctions, you can make really good commissions on TCredits. :)

Should I or shouldn't I participate in the SFI PPA program?

I would NOT recommend participating in the SFI PPA program.
The most powerful part of SFI's plan is creating duplication. Duplication will enable you to create a solid, lasting, residual passive income.
With duplication being such a powerful tool in this business, why would you want to give up ANY affiliates? While signing affiliates up through a co-op for your downline is an excellent way to help your team grow, selling them via the PPA program seems short-sighted.
What happens if one of those affiliates you gave away through the SFI PPA program becomes a Diamond Team Leader down the road? Wouldn't you rather have him on YOUR team?

Is it wise to offer non-SFI related incentives to my CSAs and PSAs? For example, create a standing order and get a free DVD?

I would discourage offering non-SFI related incentives to your team.
First, it can cost a lot to ship items overseas. (Also, DVDs are usually region-specific, so there is a good chance your team member would not even be able to watch it.)
It is better to offer your team incentives that will encourage them build their business. You could add your active members to your co-op and help them build their own team. You could send a Gift Certificate or TCredits to your team member.
Another option would be to create a contest, and distribute prizes for affiliates who meet or exceed certain business goals.
It is important to keep business-related incentives related to your business. :D

What should SFI affiliates do every day to build their SFI business?

Affiliates should log in every day and earn their daily & weekly VP points to stay up-to-date with what's going on in the SFI community.
They key to SFI's program lies in duplication, so it's important to nurture an active team. It's important to tell at least one person about SFI every day. People will hear the excitement you have for the program, and may want to join.
Another key with SFI is learning as much as possible. Choose something new to learn about each week, and spend a little time each day learning about it. Pick a new advertising method and stick to it until you've mastered it.
Finally, it is important to advertise as much as possible. Go to forums. Write ebooks and business articles linking back to your blog or signup page. Get your information out there.
If you log in every day and do your daily VP, talk to people about SFI, learn as much as you can, and advertise as much as possible, your team will grow steadily over time, and your income will grow.

What is the first/best tip you give to your brand new PSAs to help them get started?

The first place I send my PSAs when they get started is to Gery's video on the start page. This explains SFI in the most basic form.
After the video on the start page, I tell my affiliates to read the SFI Basics page, then do their first Launchpad lesson.
After these things are done, I encourage my PSAs to check their To-Do List. I walk them through the daily actions visiting each of the tabs on the homepage, then encourage them to do the first few things on the Getting Started Actions section. If they can get 500 VP to earn their FastTrack badge, I tell them they are doing a great job!
Finally, I suggest that they go back and watch the start video again, then read through the SFI Basics again. This helps things to start falling into place.
Then I always tell them they can take a break for the day, try to digest what they've learned today, and be sure to come back the following day to work on their To-Do List again.

The best way to get your PSAs to submit a sponsor rating and comment on how you're doing is to be a good team leader.
If you are a good team leader, your PSAs will see that, will try to duplicate what you do, and will try to get all the VP points they can earn for the month. It should be a natural progression in the growth of your team (assuming you have active affiliates).

I think the fastest way is to get people to buy on TripleClicks. Get your PSAs and CSAs to purchase things, but also to get friends, family, and others to sign up and order things. Focus your advertising time on finding PRMs for TC that will buy specific products and become regular customers.
While that may be the fastest way, I don't think it's the best way - at least not by itself. I think the best way to earn commission is a combination of commissions from TC sales, finding active ECAs, and growing your downline.
If you can find even four or five people a month who are willing to work at building their own business with the free tools we have available to us, you will be successful. It is important that they understand the important of TripleClicks as well. It seems like most SFI affiliates are focused on growing their downline, but do not really grasp the potential of finding active ECAs and PRMs.
