My input will be as follow just go with the flow and gut feeling but never give up I guess as long as we maintain a decent n good rapport with them n update them say on a weekly basis with some relevant input n encourage them a little at a time there is only so much we can do .
No need to keep pushing and pestering to buy stuff or going SO if the team is not ready just leave it as the saying goes you can bring a cow to the river but you cannot force it to drink
Be consistent and considerate and just work with those who are receptive open minded n are willing to put it the effort n resources to make it even baby steps

One would do well to establish good rapport and contact with their CSAs or PSAs. This would help to find out what is happening with the affiliates.
They could be sick or having their hands full during this period. May be they have no access to IT facilities or they have been in power blackout for 2 months. They may be cash strapped.
Please ask affiliates if it is ok to contact them by phone from the very first contact.
This will help to establish what is going on.

Good sponsor such members should animate the PSA and CSA TeamMail because you never know when it will be one of them change their minds and start to work and be paid up to those who want to work and thrive in this very lucrative business and they need help to progress. Remember that your time is precious

Sometimes i will send to them a few emails to encourage them.
All in all, you can never be sure if any of them will answer on your emails of support.

I think that the motivation of the larger driver. Show them your success and offer help whenever they need it. You need to know that they have the support of its sponsors and are part of a team. Each translation has to participate or not. Some will be finding excuses and reasons, some will not even respond to messages. The most important thing is to show them in their examples why not give up.
