Give them to those who are excited. They are the most likely to at least attempt to work with them.
Another option is to run a contest. Just make sure the affiliate has to contact you to opt in to the contest, that way you can know that they want the reassignments and will at least work with them at the start.
If you have not talked to the affiliate, at least by email or team mail, don't send them any reassignments.
Well, with my experienced of how to reassigned PSAs, there are instructions of how to do it, only those that can be mark check in box icon, are re assignable, and the reassignment i guess should be delegated to a higher ranking, because it is the duty of the one who receives the reassignment to motivate the reassigned affiliates.
I would do my selection by using the following yardstick:
-Must be working on the SFI sight every day(visibility)
-Must be an EA for at least five months
-Must show signs of being a potential leader
-Must demonstrate that he/she has a good knowledge of the operations of the company
-Must show love and faith that he/she can work to help others become successful.
The Affiliates who are really working hard deserve Reassignments to motivate them work more harder.These Affiliates will lift your network and broaden your Marketing Team. Talk with them more frequently to know what they need to promote their business. Good luck

One can decide to reassign a PSA so as to encourage a fellow or your affiliate whom you sponsor. If this be the case. Then the content of your message should be " Based on my observation, i've noted that you're very active, and have decided to reward or encourage you with this. You can contact me, if you need my assistance". If the PSA is reassigned based on other motives, then the reason should also be stated in you message to let the affiliate acknowledge the reason why you've done what you did. Hope this HeLpS!
