Everyone qualifies for milestone shares. For each new milestone achieved, banked shares are paid. So they will accrue until you reach the next highest milestone for up to 1 year. Milestone shares are paid 1 time per TL milestone. Should you ever lose a rank then you will earn shares according to the scale for the time you were affiliate through the next high TL milestone. Meanwhile, all of your milestone shares are banked until they are payable up to a year.
Shares from the EP do have monetary value. So the more shares you have the more you will earn from the EP. Now with milestone shares as a TL, you get matching VP on all those shares that are payable. For example if you have 10 EAs that bank 1500 shares, then the next month 5 become BTL then you would earn at least 44,000 matching shares from the 10 PSAs/CSAs! The only way to help them see value is to show them the money. Teach them how to use the new changes to their advantage. The more active everyone is the higher the commissions because of this new program. Now every VP is worth even more.
