Personally I would stick to just shipping in your Region for now while you are just starting out. I would get familiar with the shipping costs and the weights of the items first and then once I feel comfortable move on to shipping Internationally when I get the weighing and shipping costs down.
I guess that totally depends on the ECA..
If the ECA is familiar with online selling and sending items worldwide then I would start shipping worldwide immediately..
Why not ?
For the ECA it is still the same trip to the post-office whether you ship locally, national or international.

I do not see why it would be focused on your region, enabling products to overseas. Of course you'll have to send the products but the product description can specify a price of postage to you the buyer or agree with the buyer to decide on whether you start something and give them to your customers back and re-ordered. Just spread your work, the more people and the world sees your end products will be your successful business. Good luck :)
I think it is very nice question for all ECA as well all affiliate. All new ECAs are very much careful to know the different rules and regulation regarding VAT (Value Added TAX) + other duties.

It all depends on what you are selling, for what price you are selling as well as from where you are selling.
If you are selling digital products that can be shipped without any shipping costs or other limitations, you must sell internationally.
If the products you sell are priced very low or the products are small and the value not high, adding shipping costs can make it too pricy. Then it might be better to sell only locally.
If you have to ship from countries with very limited and expensive shipping options, it might also not be a good idea to ship internationally.
