It is quite difficult to say exactly which are the best countries to advertise SFI? In reality we need active affiliates whose are really interested in work or really interested to build his/her own Business! Can understand your language! Contain the ability of investing into a business. The other important things are patience, persistence. We need a positive thinker about SFI and worker. It takes time to build a business that produces results. Always business needs to find a new place to improve. At this time India stood first place in SFI. You may place your ads on different states in India or America or any other country.

This is a very good question. My suggestions, 1. English speaking countries and 2. Countries whose people can speak and read English with good comprehension. You know using the Top 10 List for most active country may not be that effective, why? Lets take for example, The Philippines, I am from the Philippines but I am based here in the Middle East, like most of the top affiliates from the Philippines, most are not based in the Philippines now, why? Because this type of business is not yet widely accepted in my country.

However, I would advise advertising in countries where your mother tongue or the languages you speak, are spoken. Thus you’ll avoid the language barrier and the hardships of clumsy translation.
I would suggest that you advertise where they speak your language. You may speak more than one and this will give you an advantage.
Advertising anywhere in the world will still be beneficial to your growth. Anyone who speaks english might be willing to join and this business can be made to operate without a sponsor, so all PSA'S can create income for you.
Having said that you would want to advertise where you would have a greater return on investment.

I personally try to find countries where people are more inclined to take action so the USA is good as is the UK and lets not forget about India, Pakistan and China.
