My main suggestion for improvement to the Wave3 program is to change the policy of having to use a vehicle on which to place the decals. This really eliminates those people who do not have cars or other means of transportation. Not everyone can have friends that would allow them to use their vehicles. Those who are blind or visually impaired are sometimes left out unless they have friends who would allow them to use their cars for this purpose. It would be great if decals could be placed in the home or on items that are used every day in the home or at work or on the street. An example would be a suitcase or briefcase or on school books or laptops or conversation pieces in the home or other items. There are many ways to advertise other than on cars and bicycles.
