I wonder if some of isn't just curiosity? They can get some information from the sign up page but they want to see a bit more. This can only be done by signing in.
Everyone has the same problem and as a lot of the answers here say, just keep trying, send emails and teammails to them. Eventually they might see the light and work the business, otherwise in 12 months or so they'll just disappear from you genealogy. At least by them signing up you have the opportunity to communicate with them and try and explain the system.
