Well, I guess it should have some positive impact on them though it would not absolutely keep them active. Most PSAs get bored if they have to only do their daily to-do-list actions and nothing more. Having a co-op that brings them new sign-ups obviously gives them some extra job of having to train their new PSAs acquired from the co-op. When they know they have to constantly be on their PSAs cases to grab the deserved benefits, they'll certainly stay active being in the co-op. However, it is not a guarantee to keep them active always.
