I think it would be best to watch and know if he is a member of any sports or social club.
Such people are usually more approachable at their social or sports club or a gym. At such places, there usually no holds barred. People tend to let off their guards even if the man has a security detail, there is a limit to how they stop members of his sports or social club from having access to him in the club.
You may have to share a drink or offer to buy him a drink after an activity.
Take up one of the activities he participates in. Show love for the game either by mastering it or getting him to mentor you in it. With time, he will gain your trust.
Do not appear to be stalking him though. Do not be in a hurry. One day, the opportunity will arise. Do not be surprised if he is the one that asks the question that will lead to you inviting him to be an ECA.
