I think that only matter people which you can communicate with, are those who are your down line or up line, its only that sort of people matter here.
So if you are in position to reassign a member to one other member from your team who is on SAME language area as that member, that would be the BEST shot to merge those people and let them to communicate on their native language.
Other ways if u dont know that language or you dont have someone to help you, only left shot you have, is to use google translator. And slowly step bu step to try to communicate with them.
And at the end, try to use FORUM and to send those members there, where he/she can ask something and someone will help, who knows and speaks that language.
