The first step is to look around for sites, often with aid of a Google search that target the market I'm seeking to engage, whether it's students looking to make money or retirees looking for a supplementary income. I stay away from classified, instead focusing on blogs and the like, and then I ask the people running those sites how I can interest them in allowing me to buy an ad. This guarantees I have a friendly site that wants my ad, that the site will reach people who want my message, and that the overall receptivity level will be high.
