How long has this affiliate been in the program, and what is he doing to promote SFI and/or TripleClicks?
SFI results in success over a longer term, rather like raising an apple tree from a seed. The seedling requires daily care and feeding in order to grow, and it will take years before it produces fruit. SFI is somewhat quicker, but it still takes time.
It could be that he's just throwing his money away on purchased PSAs and not actively promoting--promoting products is where sales and commissions are.
It could be that he's promoting, but just not in places where he has a lot of visibility.
It could be that he's promoting, but he's not selling to a market with different values (selling products to seniors requires a different approach from selling to twenty-somethings).
If you're going to help him solve his problems, you have to understand what's at the core of them.
