Since these people stay on the Roll for a year, I would use 1 year as your answer. Giving up on them before they are gone should not be considered.
Concentrate on those that have whitelisted SFI, and those that whose "last log-in" date is later than their "Join" date. These people have at least indicated "some" interest.
