I believe putting CSAs into the exchange is very advantageous to both you and the CSA. The CSA gains from being matched with someone from his own country, region and language. this makes it more likely that he will become active.
You receive in exchange a CSA from your own country and most likely speaking your language, making communication much easier between you and also making it more likely the CSA will respond and become active.
