I would say yes, as well as no. Let me start with reasons you should use the CSA Exchange program.
1) There's a language barrier. You have affiliates who have a tough time understanding English, or the message you put out in regards to SFI is lost in translation.
2) Inactive CSAs, for one. You can sponsor a whole team of affiliates, but a sizeable chunk of them don't do anything and let their accounts sit idle until they're terminated. Plenty of sponsors can definitely vouch for this.
Reasons why you shouldn't: I can only think of one. The CSAs are already working around the clock to overcome language barriers and communicating with their Co-Sponsors. They put in work to build their SFI businesses, so exchanging them for new CSAs would be akin to willingly shooting oneself in the foot.
