I would say that you should put all your inactive CSAs who are not from your own country into the new CSA exchange.
Apparently when CSAs and their co-sponsors are from the same country, this can help the inactive CSA to become active, as they can communicate better with someone from their own country and culture.
As every CSA is someone else's PSA, this can only have a positive effect on the business of his sponsor. If an inactive CSA can become active through being transferred to a co-sponsor in his own country, that will have a wonderful effect on the sponsor who will now find that his inactive PSA has become active!!
It's a 2 way benefit isn't it? Nothing may come of it at all if the person was just a tyre-kicker and not interested in working the business. Nothing bad could come of it - things would just stay the same. But on the other hand, there may be some wonderful positive outcomes.
Imagine if you managed to swap inactive CSAs and gain new ones from your own country whom you could activate. That could be great for your business. Imagine if your inactive PSAs could be given to a co-sponsor from their own country and suddenly start becoming active. Bring it on!!
