Absolutely Yes. The purpose of the CSA exchange is too exchange those that are not from your country or do not speak your language into those that do.
Most CSAs are inactive and will take convincing to return to SFI. For example you are from the Phillipines so you will get more CSAs from your country so you can tell them how great SFI is!
