I would say they both have their merits depending on what you are searching for. If what u want is volume from across the world, then online is your best bet. This is fishing with a wide net. You may be lucky to catch a few dedicated PSA's.
On the other hand, offline recruiting allows you to choose your team carefully from people who are familiar with you usually friends and family. They are the ones that you feel most comfortable with and can discuss any aspect of your business with. Here, you are fishing with hook & bait. However, a big fish or two more than makes up for it.
Remember though that what you need isn't really quantity as much as quality.
