To be a leader you need followers so I will say no because even if you become a team leader you will have to wait for sometime before receiving your second hand csas.
In my opinion I will advice to build up a strong down line at least 1st and 2nd gen before upgrading to the leader status that way you benefit from their matching VPs and at a lesser cost to you.
