It depends on what the particular wants to achieve. First, he/she may want to receive the benefits of a Team Leader position. This could mean gaining shares of CSA's from the Executive pool on a monthly basis as TL. Those shares help to build a study down line that builds his residual income on all of the CSA's sales and purchases. Second, this creates an area of duplication. The CSA's and PSA"s will recruit other's to further increase your down line and earning potential, given that all parties are logging on and completing all daily actions. Third, as a Team Leader, you'll want to sustain a rank that is achievable by yourself as well as others.
This business takes work, perserverance, and dedication. Some, such as myself, become an Affiliate, an Executive Affiliate, then decide to rise to a Bronze Team Leader. They try S-builder, Co-ops, and other channels to achieve their goals. Last, but not least; You may win 100 CSA's in an auction to build a team, just as I did a few months ago. It really boils down to what goal you are trying to achieve, whether its monetary, leadership status, prestige, or etc.
