If Your website has a lot of visitors but none of them is signing up to SFI something must be wrong.
I strongly suggest that You review the way of attracting new affiliates, maybe the information You're sharing is not appealing to them. Or banner/section that is supposed to attract new affiliates is not in very good spot so the visitors can miss it easily.
On the other hand if the website with visitors do not have a section or banner that is supposed to attract new affiliates, good thing would be to add banner to part of the website that is very visible so visitors won't miss the opportunity to read about business.
But do not use popups or other java script that will force visitors to sign up, those things are annoying and most people would just leave without reading.
