No. If you have no team, you would be trying to lead without followers. Get PSAs first, CSAs are unreliable; then when your PSAs, about 4 or more become EA2 them it is time to become team leader. The position of team leader brings responsibilities and requires more duties, like writing more letters etc.etc. So keep sponsoring PSAs untill you have a team, and at the same time encourage your PSAs to do the same, recruit and build their teams; duplication is key.
