The best time to upgrade your rank from EA to Team Leader is when, by your earning of Action and Sales VP, you reach 3000. It is important to know that the maximum Sales VP for Bronze Team Leader is 2000.
Some will earn this by earning sales VP for TCredits or PSAs to Go or SBuilder, and then earning enough Action VP to reach BTL. If they can do that every month, they will be building their team and earning the benefits of Team Leader.
Some say that is not worth it to be Team Leader before you have a team. I think it is perfectly fine to do Sales and Actions that earn Team Leader status when the Sales VP is used for growing a team. Earning CSAs is a big benefit, along with the TCredits, too.
